I went to change the inner tie rods on my 1992 civic. In the repair manual, it only shows how to get off the outer tie rod. The inner tie rod is connected to the steering rack and is covered by a boot, and the inner tie rod will not slide out of the boot because it is too big.
What do I do to get it off?

There should be a clamp that holds the boot on, that you should release, along with a ventilation tube if so equipped. Here's a link that covers this a little bit, although not as good as it could be.

I would recommend taking off the clamp that holds the boot on, not cutting it. If you cut it you set yourself up to be replacing an entire steering rack later on. You can use a chain wrench or a pair of channel locks to get it off once you have the boot off. It's not that difficult, and with the boot intact it gives the indication that the inner tie rod is not corroded in place.How do I get the inner tie rod off on 1992 civic?
DO NOT CUT THE BOOT. Your gonna need a inner tie rod remover. Some of them are on car, or will require you to remove the rack. The boot protects the tie rod from dirt/water/...... So do not cut that. There was a time in the past when people always drove slowly on the highway. Like around 45 mph tops. The outter is the one that goes bad more often, is easier to change, and can be changed separately. It usually goes bad at the corner where the 2 parts come together. (gets loose, or comes out altogether) It's basically kind of like a shoulder joint.
Besides the normal routine tools, you would need an appropriately sized pickle fork to remove the stud from the steering knuckle, and if you are not familiar with torque, it would be best to use a special wrench for that. The main things you have to be careful about is to tighten them properly at both connections, and to tighten the jam nut so the joint doesn't bind when you turn. (the joint needs to be in the midpoint of it's swivel range when you tighten the jamnut, with the wheels facing forward) The instructions also forgot to mention you should install the grease fitting, and grease the joint before you finish. And you should have the front end aligned ASAP.
If you ever move to Minneapolis, let me know. ;-)

you need a pickle fork a large hammer and the proper size wrench. i have never seen a boot covering the tie rod end. the process is a follows. the tie rods are 1st one is left hand thread the other is right hand 2nd both have a jam nut to keep them locked to alenghth 3rd must count rotations as you remove them and install the same count. step one loosen the jam nuts (remember right and left hand threads) step 2 remove if eqiuped dust cover boot over the stud attached to the swivel remove the cotter pin and the large nut attaching the swivel end (hymes joint) to the steering arm on spindle. next place pickle fork tool betwwen the swivel and the steering arm base(it will be tight!) start hammering the pickle fork end inward driving the wedge of the fork between the two. if all goes well the two will seperatebut some are stubborn. now you grasp the arm the tie rod end is threaded onto(some have a flat spot formed into the arm to attach a wrenchfor holding. and start twisting off the tie rod end (COUNT THOSE THREADS) reassemble with new parts and a new cotterpin! got get it re-aligned.
